The algaebar likely takes a bimetal molecular interface to work. Dielectric..like a thermocouple. I'd bet that a common clean shiny piece of copper flashing on an old electric stove burner will get hot enough to melt silver onto one side.
Attach a couple of feet of bare house wiring with a couple of plastic spacers to keep them parallel and not shorting together to an AC to DC transformer that's over 30 volts out and dangle that wire in the pool.
