I wouldn't say it was a hoax. I don't know where the dermal copper intake regulation system starts. If it's under or in a deep layer of the skin, in or under a fat layer maybe, topical copper may help build collagen before the regulation system stops it. Many skin cremes contain it ..... which doesn't mean it 'works' 'Collegen has copper in it, therefore, putting copper on the skin builds collagen' ....might or might not add up to be true. You know how ad copy hacks will bend things and make weird associations to make a sale.
Hey, if it works....and your hair doesn't start falling out and you don't get torettes syndrome or something.. Problems with copper and skin are very rare, but 'possible'. Problems with oral intake are not on the level of probable...just a bit less rare. The question is mostly, will it do 'anything'? Probably kills aglae in the tummy just fine. Kills germs too, almost as well as silver. So does colloidal zinc and many other colloidal metals. The nice thing that makes silver safe is that it ISN'T a nutrient.
