I wonder if the problem might possibly be Chloramine? I have read that
it is becoming a more and more commonly used water treatment instead of
chlorine. Apparently, if memory serves, it does not distill out. I
remember reading something to the effect that a lab somewhere that had
it's own industrial distillers to make DW for chemistry uses now has to
buy their DW from an area of the country where chloramine is not used.
(After their local water treatment plant started adding chloramine
instead of chlorine).
Or I could be mis-remembering it all, but anyone who has time and is
having trouble might want to do some googling on the subject.
