The only way to make true CS with electrolysis is to use pure, IE distilled, water. That is what everyone here uses. If you anything else you will be producing primarily silver compounds instead of colloidal silver.
And yes distilled water is a slight conductor. That is why it has a ph of 7, there is some disassociation of the water molecules into H+ and OH- which give it a slight amount of conductivity.
