Hi Harvey, As a EE I can appreciate your work but you are going in the wrong direction is you want sub-nm material.
To get rid of the silver oxide and silver peroxide the you need a voltage less that 1.228 and make sub nano material !!!! Flatten one of the coins to as large a sheet as possible for the anode and make the cathode a #14 wire. In 17 hours the current may reach 80 microampers. I used constant mechanical stirring and made 15 ppm with a conductance of 7.1 uS.cm (cc) and the pH was 5.0. The T.E. is almost invisible in a dark room. I have hundreds of data logged experiments form 1.17 volt DC to 840 v DC, 120 VAC to 15 kV, and this is the best that I have obtained. My 35v DC with 2 1/4" x 5 1/2" anode and a 1/8" cathode produced a TEM that looks like fine sand! And it is very effect biologically. In all seriousness is you can't measure conductance and ppm you are going down a very hard road with many a pitfall. A TEM or two and an AA would help you allot. Its only money!
