CS>CS and Birds

Does anyone know if CS - Eis is safe for birds.  It is being suggested that we 
stop feeding birds and stop filling our bird baths because of the mysterious 
ailment birds are experiencing.  Any input on this?  This is a Washington Post 
article but there are many others in my area.
