I've mailed CS within the U.S.. Just taped around the bottle-lid, zip-locked bottle in a bag, wrapped in bubble warp and boxed it. Never said anything about it. Bottles of liquid are shipped all the time. Got there without incident. The only problem I see is that liquids are heavy, so shipping costs are high: it's almost cheaper to buy locally.
