It is much easier if you have a birth certificate because that is now downloadable from the corporations website more often than not, and you can get it authenticated at any corporation office .. especially if that is in the same city as the MEA [so, state capital]
Exact same procedure. Prior authentication of the doc before it reaches the MEA stamping stage is a pain but for birth cert, its straightforward. Hello, I had to get the stamp for a degree certificate, and I'm afraid it involved a lot of running around. My degree was issued by VTU, which is based in Belgaum. So had to get a letter from the uni stating that the certificate was authentic, get it stamped by the District Commissioner's office in Belgaum, and only then could take it to the MEA - so basically, you have to get the document state-approved first, then go to the MEA for central govt approval. Not sure if it's the same procedure for birth certificates. Getting the stamp from the DC's office was extremely painful, but have to say the final stamp by the MEA itself was fairly straightforward. So if this is all you need to do, I wouldn't worry about it. Also, Apostille stamping is done in only five of the MEA's offices in India, not in every state capital. I had to go to Chennai for mine.
