When Norton flags a website as secure, it only means that the site is not a known phishing site and doesn't install any known spyware/malware. The point everyone is making is that Norton has absolutely no way to know what the site - Dropbox, in this instance - does with the data you provide them, such as your personal details or, worse, your gmail passwords. It'd be pretty dim for any business to give Norton, or anybody, that level of access to their business processes.
