Yes correct. It is easier using public money to improve road safety, address malnutrition, provide water supply than use it to indulge the whole country in some vast national security scheme of great cost, questionable effectiveness, and no clear end point. If demanding such basic, functional civic services is apologizing for fundamentalism, I am all for it. I would suggest that you start a private fund to raise a mercenary army / hit squad to do what you desire. I might even sign up if it pays well and involves pillaging.
