afaik, funding in India isnt direct, unless gov agency approves the same for an indian ngo. There was a report (dont have links atm but it was a third edit iirc) on this by a leading daily. It was interesting to hear an ex-employee explain how the move to libre software (from the donated MS software) caused friction between them 'n ngo.
