I don't know if it is illegal, but it's common, very, very common, in
Madras. Students who go to the US, software types, business folks all bring
back a nice phone, and get it unlocked. There's a place called Ritchie's
street here which is like a wholesale+grey market for electronics and stuff,
and they do the said unlocking. They do this so often, you just go to the
shop and he asks you what network the US phone was in. T-Mobile is the most
popular.
