Actually since our government already considers itself a keeper of our
morality, financial good sense, self righteous nationalism etc, maybe
conscience is not such a big step.

Well, the way I look at it, legislation is only one of many ways to achieve 
results - if you look at the fur trade - the wearing of fur coats are not 
illegal in most countries, but by and large less and less people choose to buy 
them, because, I'd like to think, of their conscience...

Like I said, I used MG as an example because I happen to like them and can 
relate to it...
