My experience has been that bombay is a world centre for fake identification production. i knew of this somali guy in kenya who emigrated to sweden; the guy originally had refugee status, which in Kenya translates to being banged up behind bars(indefinitely) at the whim of patrol cop....so he got himself a University of Nairobi degree certificate , and a Kenyan national identity card -- both from bombay. It wasnt that he had ever lived in India, but he made a trip to bombay specifically for getting the fake certificates.....
