it is rather well documented that austria, unlike germany, failed to 
acknowledge its role in the rise of nazism and the war, and preferred to
see itself as the victim. this is also true of some other countries whose
citizens were enthusiastic nazi supporters to the extent of being members
of the SS (e.g. romania, croatia).  however, the laws against nazi-related
speech in austria are quite strong and common to a number of countries
including germany, with the same (good or bad) justifications.
