It is "mule recruitment" spam
Lots of scam artists - especially those in nigeria, eastern europe etc,
tend to know that purchases from their countries are regarded with
suspicion .. so when someone in hicksville AR gets an email from a guy
who wants him to ship a pedigreed terrier pup to lagos he'll likely get
suspicious.
So the discerning scam artist recruits poor slobs who think they're
operating an export - import trading house from home in their spare time
.. and use them to receive and ship stolen goods / money.
And guess where the police turns up when people start to complain?
