Youll find that its not going to motivate many when they are already 
unwilling to hire people who qualify for the bonus. If they think that such 
a person will either cost them an extra $1k over someone else or earn them 
$1k less than someone else... they just wont. It will however help get the 
door open more and help change those views with time!
