I'm just looking at the NSW service http://www.rfs.nsw.gov.au/dsp_content.cfm?cat_id=1358 and even though they support RSS, it's a different flavour to the CFA's site.
I think what we should do is - make the various states website people aware of geoRSS; - define some custom namespaces that are consistent in the RSS feeds (like status of the fires with a common ontology); and - make a clear template wording of rights of usage on the data. Doing that will make a world of difference. My experience with data portability issues probably suggest not only will the executives in these government departments not know about RSS but they probably don't get the concept of open data. It might take some effort to educate them. So Samual and Andrew - appreciate you guys reaching out (and anyone else). Once we've made contact, as a community we can help drive a standard way of them outputing this information. Let us know how you go.
