Oh dear... For some strange reason, I was under the impression that AUTOMAKE was necessary ("Yes" or "<depth-level>" or "Recursive") to properly use "conf.d" style configurations (using "SHELL cat /etc/shorewall/rules.d/*" like mentioned in the docs).
I obviously misunderstood because in fact, with my conditional configuration blocs what I really need is "AUTOMAKE=No" to force compilation and proper reconfiguration of Shorewall on every command.
