I suggest adding wait=10 to wlp420's OPTIONS in /etc/shorewall/interfaces. FWIW, I'm not seeing this problem on 18.04 desktop.
Thank you. I added wait=10 to wlp4s0's OPTIONS in interfaces file and issue seems to be resolved. I will be watching and investigating loading services during boot. Now especially hostapd service seems to be suspicious.
