Thank you for all of the information; unfortunately it won't help us
solve the problem. Shorewall itself cannot *directly* affect ARP. It
configures iptables/Netfilter which only operates on IP, not ARP (or
Appletalk, or ...).

So we need different information:

a) The output of 'shorewall dump' with a configuration that works (not
necessarily a Shorewall-generated configuration).
b) The output of 'shorewall dump' with a configuration that does not work.
c) What you are doing to test; what you did, what you expected to
happen, what actually happened.

And please note this quote from http://www.shorewall.net/support.htm
(you did visit that page before reporting your problem, right?):

"Please do NOT include the output of "iptables -L" - the output of
'shorewall show' or 'shorewall dump' is much more useful to us."
