[winswitch] 32-bit Windows installer omits plink

I just updated to Xpra 2.5.1.0 on 32-bit and 64-bit Windows.  The 32-bit 
installer does not include plink.exe (the 64-bit installer has it).  A copy of 
plink.exe from an older 32-bit release works.

I know the 32-bit version is going away, but I have a cheap 32-bit laptop that 
can't run the 64-bit version.
