The output from several commands have changed over many releases/years, the
output from Thread.dump in particular. AFAIK, none of these changes has a CSR,
there were only CSRs when new commands were added. That said, if there is some
evidence that the output is being parsed then there is a compatibility concern
so creating a CSR and RN would prudent.
I am personally aware of at least one cloud svc that parses jcmd o/p
that may be affected by such a change
