So far as I know, the configuration file is not shipped with RedHat.
Instead, lokkit is run during installation, allowing one to select how
high a level a firewall is desired and what customization features are
desired (ssh, mail, ftp, www, ...). You can make the initial
configuration by finding lokkit ("locate lokkit") and running it yourself.
If you haven't restarted ipchains, and the running firewall is
still ok, you can restore the configuration file with
ipchains-save > /etc/sysconfig/ipchains
