Ah ha!, I figured it out, (at 3am in this morning). When creating the CD rom from a .iso image file, you have to make that selection "create CD from Image File" from the options when creating or burning the CD In this case I was using "Roxie" software on a Plextor CD-RW. The other thing that can or may be a issue is to not use a CD-RW type CD because they are not always compatible with all CD players. Instead I had to use a CD-R and it then would load fine in the old PC I had.
