The file(s) it is complaining about are listed twice in the specfile 
%files section. Likely it is included once in a directory and again 
individually, as might happen with a config file. 

Newer (latest?) versions of rpm allow this.  I'm fairly certain that 
rpm-4.0.2-8 won't allow duplicate files, while rpm-4.0.3-1.03 will. A 
quick look at the change log for rpm didn't find any mention of this 
issue.

You can either edit the config file, and fix the duplicate file entries, 
or upgrade rpm.
