I had the same problem, here is an example .bbapend:
gcc-cross_%.bbappend
EXTRA_OECONF += "--enable-plugin"
You also need a very recent gcc on the host, I think it was at least 4.9.

That wont solve your problem. The kernel Makefile is hard coded to use
your 'HOST' gcc. It is trying to build 'HOST' tools.
