We are using liberty and running into following problem.
1. bring up a network, bring up the first vm, this vm gets its ip from dhcp.
2. set this network to down
3. bring up another vm, this vm won't get its ip address because the dhcp
namespace doesn't have its ip address an

We are using liberty.
When attaching a subnet to its tenant router, we specify the subnet gateway to
be 1.1.1.44.
However, the subnet still uses 1.1.1.1 as its gateway.
Following is the example.
[root@numa1 ~(keystone_admin)]# neutron net-list

We are using kilo. In our setup, we have 3 neutron controllers, l3
agents are running on all the 3 neutron controllers. We make l3_ha =
true in all the 3 neutron.conf.
We notice that when we attach a network to a router, the gateway
namespace is allocated to a controller node
