The issue is not seen with neutron ml2ovs plugin because, floatingip is
a tracked resource.
I think for countable resources, this is a problem. Suppose loadbalancer
plugin is loaded, then we will see the same error.

1. It is not a client bug
2. When I call neutron port-list --binding:vnic_type=direct,
"binding:vnic_type=direct" is passed as a filter to the neutron.
3. But neutron is not handling this filter. So this needs to be fixed in
neutron and not neutron client.
