I run into a problem when neutron dhcp-agent is still replying to the old
address confirmation.
Simple steps to reproduce:
- create a port with IPv6 address in dhcpv6-stateful subnet
- create a VM with cloud-init inside
- change the IPv6 port address
- reboot the VM
Here are
setting this to invilad since the bug is in tempest.
it is currently blocking the nova-next job so it is a gate-blocker for nova
until this is fixed in tempest.
as there are already 2 patches up to fix this we expect it to be
resolved soon so we will just clost the nova part for now.

If you are authed using application credentials and try to add a
loadbalancer listener with TERMINATED_HTTPS, keystone produce an error
causing a 500 internal error.
After digging through the code I found that it's caused by keystone adding
application_credential as allowed
