Description of problem:
The routes put in route6-$DEVICE by cloud-init is in an invalid format.
The schema[1] for network_matadata uses a non-converntinal format for
the IPv6 netmask. It is stored as an IPv6 address, similar to how IPv4
netmasks are written 255.255.255.0 the

In LP#1821058, a new parameter was defined for each mechanism driver,
the "connectivity". That provides a way to define what type of driver
is. For example, SRIOV, Linux Bridge, OVS or OVN are "l2" drivers.
Calico is "l3" only. The default value is "legacy".

Metadata server (169.254.169.254) is unreachable on VMs attached to only one
affected network in the entire cluster. DHCP is enabled on that subnet and VMs
get their IP addresses on boot, however the routing rule for metadata is
missing:
