Ovn driver is not support availability_zones earlier because ovn
distribute dhcp server.
Through this patch [1], neutron already support for Network Availability
Zones in ML2/OVN. But network's availability_zones is also empty.

Doing fresh install on Xena, running neutron-ovn-db-sync-util in repair
mode crashes (on a basically empty Neutron database).
Based on our testing using Ubuntu Cloud Archive, this error did not
occur inneutron-common/focal-updates,now

After restarting vms on azure on Oct 8 all th restarted machines where
treated as if it were first boot and reconfigured with the initial
values of hostname and new ssh keypairs.
