Since neutron supports packet rate limit rule [1][2], it's time for us
to support real pps limitation in agent side for neutron ports and IPs.
So this RFE is for real pps limitation functionality. We are going to
implement neutron port's pps limitation with ovs meter first. IP

Some transient state are cleaned during the nova-compute service init.
We encountered an issue with other states during nova backup action and shelve
action.

XenAPI driver was deprecated during Train release cycle and removed
during Victoria cycle. This bug doesn't longer reflect actual situation
and is invalid for master branch of Nova.
