Some PXE implementations, including iPXE, use vendor-specific options
encapsulated in a single top-level option to send configuration data in
DHCP packets. As an example, iPXE encapsulates various options in option
175.

Description of problem:
Note: This affects releases in Queens+ (could be further back but I have
only verified in Queens and Stein so far)
It is possible to pass through a domain ID as a project name while
assigning a role to a user e.g.:
$ openstack domain show test-domain

doesn't.
If I run `tox -e doc` locally, it _is_ included, which suggests this is
an issue with our ReadTheDocs generation specifically, not the docs in
general.

In change I475ea0fa5f2d5b197118f0ced5a0ff6907411972, we switched to
using 'random.randint' to generate flavor.id values in functional tests.
This has proven racey, as seen at [1].
