If for some reason eventlet throws a timeout during a build event on the
compute a eventlet.Timeout exception might be thrown and cause an
UnboundException. This is because we only catch Exception, but Timeout is based
on BaseException.

i noticed that we currently have no way of reporting per host networking conf
I can also see this behaviour.
It seems to happen not only on service restarts, but when performing `db
sync` operations for various services:
- keystone
- nova
- neutron
- cinder
- glance
When performing these `db sync` operations the message is as follows:

In normal operation, when the DHCP agent checks the namespace interfaces
used by the DHCP process, if this interface does not exist, an exception
is written in the log.
Because not having this interface is something that can usually happen
in normal operation, we should avoid
