Keystone has a timeout configuration option for memcache [0]. Keystone's
definition of this option isn't actually used anywhere, so it appears to
be a broken knob.
In fact oslo.cache has a duplicate option that appears to be used
instead [1].

Some images in our cloud use the property:
hypervisor_type = 'qemu';
This worked in Ocata (maybe not the latest version) and now in Rocky it
doesn't work anymore because of the ImagePropertiesFilter filter.
