As others have noted, the rpm upgrade process should handle updating the
rootwrap filters. The only exception would be if a user edited them
after installation, but in that case they're responsible for merging in
the updated ones themselves.

How to reproduce this:
In master(pike) horizon,
Go to Admin dashboard and networks panel
