According to code, tenant_id is populated before calling create_XXX methods.

argument.
NeutronClient has the provision to pass attributes to the neutron server, even
if the attributes are not listed for the specified CLI.

When trying to use nova live-migration we do have this trace on the compute

The Vm stays in "MIGRATING" state, the VM is still up on the originating node,
