I checked and tested quotas behavior and it works as expected.
Quotas in admin tenant is not affected by other tenants.
The remaining problem is firewall count for admin tenant. It is a
duplicated of bug 1258438.

the revocation list timeout, but this query also looks like it would
benefit greatly from an index on token.id where it is iterating over

It seems this is caused by creating 10 routers. The quota is 10. I think
it barely passes in the isolated case and fails sequential because the
demo tenant starts with one router already. I verified that this passes
without isolation if the quota is increased to 11. For now.

I don't think upgrading an object makes any sense. Objects within the
