When use "glance image-create" , and --location is image path, then
this cmd will return "data".
User will be confused what "data" mean, therefore, the return message
should illustrate
the --location is not a file path, but a URL.

I reproduced in 2014.1.b1. The code mentioned at comment #3 seems to be
existing in master branch of Neutron. In master, schedule_network
will be called via handle_network_dhcp_access in create_network.

I've found that under certain circumstances cinder does not create
volumes fast enough.
I can launch an image from a new volume from image with 4GB. I use LVM
to allocate space. After a while I found that the instance didn't
worked.
