It is available in the FTP area at ftp://xmlsoft.org/libxml2/ as a signed tarball libxml2-2.9.2-rc1.tar.gz as well as signed rpms built on Fedora. It seems to work fine for me but more testing including on non-linux platforms would be greatly appreciated ! I will likely make a release
