Actually I did it that way, just provided xfconf-query output to show hotkey is
disabled instead of screenshot. Unfortunately, menu still opens.

I see. Well this is strange, the option is actually working fine here.
Maybe try creating a new user and test with a new XFCE configuration from
scratch?
