Is there any option to change the encoding Identity-H to ansii or any in
XeLaTeX with fontspec package option.

If you use polyglossia and set the font to Code2000, then people from many
lands can type in their own alphabets, and XeLaTeX will do fine.

Except they will get an ugly like hell font for most of those alphabets :)

No, FontForge is better suited for this purpose.
