I'm on the steep learning curve of WIX. I had this issue in VS2010
and WIX 3.5.2519.0. In the WIX project I suppressed ICE validation
and they went away. In VS2010 it seems it didn't save the change at
first, but closing the solution and re-opening did save the setting.

Since harvesting is not available past 3.5, I don't see any option but to
stick with 3.5x of WIX.

stopper of using a later version till Harvesting
I know that Heat is included in 3.8. What I'm saying is the integration of
it with Visual Studio 2013 is not there.
