Almost. I hesitate for two reasons:
1) There are changes to the compiler and binder to support Bundles. It
should be very well isolated but I've not been tracking that carefully.
2) You don't want to change your toolset version when patching. There will
be more bugs fixed in WiX v3.6 (that's why
