OKI downloaded the files and now it works.
One thing to note is to "Unblock" the files after you download them (right
click-> Properties -> Unblock)
Files go to "C:\Program Files (x86)\Microsoft
SDKs\Windows\v8.0A\Bootstrapper\Packages\\" folder

As for the files - I didn't have to download them before, but I am willing
to try it...
Once downloaded where should I place them?
