Also all deferred actions that impersonate are different between UAC prompt and
starting from an elevated prompt (in a similar fashion). Deferred actions that
do not impersonate are identical in both scenarios.

It would help if you gave some detail about the actual failure - "MSI
installation fails" isn't very informative. A verbose log might help
you too.
Running an MSI from an elevated prompt is not the same as UAC asking
for elevation. When run from an elevated prompt the UI and execute
sequences both
