Ok, how? Both launch actions, install and modify, are ignoring my
modifications.
Installation, as it currently is, is set to do silent installation and
modification by reading some custom properties and with that information to
internally set feature install states to local or absent.

Hi,
I have the same question to some extent. I do not want for internal MSI UI

Once again, I want to modify already installed MSI (add or remove some
features without MSI UI) but when the MSIs installed state is set
be passed into the MSI's as properties?

If you want to force a package to run during modify, change the requested state
in OnPlanPackageBegin(). The default will be a no-op.
