Wix's own bootstrapper is done this way, so you can use that as a sample.
There's also a tutorial with code samples here:

It is indeed possible to create custom WPF UI by using Wix's Burn engine.
The code samples are in C#, but Chapter 16 of "WiX 3.6: A Developer's
Guide to Windows Installer XML" by Nick Ramirez will tell you
everything you need to know.
