I think the problem might be related to the TargetTableOfContents. I added in all the namespaces and the file again so I wasn't jsut trying to register an empty namespace. This line in the log seems like it might be the issue: 09/28/09 18:49:02 DDSet_Status: RegisterPlugIn2()->Namespace: MS.V
